The main sources of international law are treaties and traditions. America (as well as many other countries) signed threaty that her military ships won't attack civilian ships in high seas except good reasons to think about piracy, slave-trading and misusage of flag.
And law enforcement is simple. When somebody (like Britain during American revolutionary war) declare intention to fight against free sea trading - all others countries forget their previous conflicts and gather together against the violator. Britain was strongest naval power but not as strong as all other naval powers combined.

I think, that it is some kind of internal fighting in Republican Army. Non-MAGA Republicans, like, may be, Rubio, want to stage Trump (and MAGA movement) by starting another unwinnable war in jungles, with, even better, WMD-terracts in American cities.
