Because RAPE applies to any forced or illegal sex.

I totally agree. But I don't think government is there to right all wrongs and prevent all evil. It can't, and it shouldn't try. Some things are beyond the reach of the state, or should be. Procreation is one of those things.

A zygote IS a developing human being and WILL BE a human being once fully developed. Both are the same thing, human life.
