150 years later, the old confederate states are dominated by racism and are not in sync with the majority of the Union.
In 1860 they were Democrats, in 2022 they are Republicans but the morals and government desires of the South have not changed.

That would be the equivalent of the American president abolishing the communist party in China. Such an act is obviously meaningless. The 13th Amendment didn't need a "basis."

Abolishing slavery was the end result of winning the war. That would have happened Emancipation Proclamation or not.
