One does not need to look too far to find the core of Conservatism. Try the ******* Constitution, which defines the role of the Federal government, reserving all other "powers" to the States and the People. Look with particular scrutiny at Section 8 of Article I, which lays out, basically, what Congress is allowed to do and what Congress may spend our tax dollars on. Everything else is verboten, as regards the Federal government.
Note: Congress may not spend our money on FOOD for the masses, housing, transportation, education, healthcare, or saving the planet. These worthy functions are reserved to the States and the private sector, if the Constitution is to be taken seriously.
The main problem today is that Leftists in Congress have created a veritable cornucopia of "free stuff" - all Unconstitutional free stuff - that millions and millions of Americans have come to rely on, and any politician who seeks to reduce the mountains or - God forbid - eliminate one of them, will quickly be voted out of office by those dependent souls...which has been the Democrats' strategy at least since the time of FDR.
So Republicans have been forced by the political constraints created by Democrats to compromise their Conservative principles, just to get into office and remain there. The few who even weakly hint at a return to Constitutional principles (e.g., Chip Roy, Rand Paul) are excoriated not only by Democrats in Congress but by the Media, which is Leftist to the core.
Conservatism is not difficult to define or find. It has been neutered by Leftists in government, all three branches. Thank God we have a President who is oblivious to Leftist slanders and criticisms.
