If Gaza was handed over, then why can't they leave?
Every country in the world has a right to control its borders and permit or deny entry to anyone. Israel is no different.
Then enfranchise the people within the borders it believes are theirs.
Israel doesn't want Gaza or its population of jihadist terrorists. Israel abandoned Gaza and effectively ceded it to independent rule. Are you now trying to tell me that Gaza doesn't WANT independence?
There is no independent rule in Gaza. Israel collects Gaza taxes, controls the border, controls the air space and controls the territorial sea. As I have stated before it is a concentration camp ruled by Israel. Of course Gaza wants independence. But, Israel continues to occupy Gaza. The Nuremberg Tribunal settled what constitutes occupation. Though it may have left a territory, the ability of the occupying power to re-assume physical control constitutes occupation, and Israel has proven several times that it can re-enter and take physical control of Gaza any time it wants. To wit:
"While it is true that the partisans were able to control sections of these countries at various times, it is established that the Germans could at any time they desired assume physical control of any part of the country. The control of the resistance forces was temporary only and not such as would deprive the German armed forces of its status of an occupant."

I doubt that Israel collects taxes from the Hamas leadership, or any of the citizens, of Gaza.
Not only do the Israelis collect VAT and import taxes in Gaza, they usually punish the Palestinians by keeping them for themselves.
