I think you mean military dictatorship.

But the insurrection act - voted in under a Democratic Republic - call for the use of federal troops when federal law cannot be enforced due to interferrence tha local governments will not address.

Unless he is talking about flying around dumping poop on Americans from above in his kingly jet, he must mean sending in regular troops on missions in to US cities. Ones they are not trained for. Of course perhaps crime reduction isn't the mission. Maybe it's to establish a pretense for declaring martial law. Or as MTG calls it, "marshall law."
