But throughout his nearly hourlong speech, his usual ramblings about the physical appearances of audience members and steam-powered catapults were laced with dark warnings about how he might choose to deploy military forces.
“We have cities that are troubled, we can’t have cities that are troubled,” Mr. Trump said. “And we’re sending in our National Guard, and if we need more than the National Guard, we’ll send more than the National Guard, because we’re going to have safe cities.”
Unless he is talking about flying around dumping poop on Americans from above in his kingly jet, he must mean sending in regular troops on missions in to US cities. Ones they are not trained for. Of course perhaps crime reduction isn't the mission. Maybe it's to establish a pretense for declaring martial law. Or as MTG calls it, "marshall law."

Trying to determine meaning or intent from a plainly disordered mind like Trump's is a crapshoot at best.
We know that he likes to "troll" at a level you'd usually see from a middle school student. So it may just be that he knows words like that will disturb people. Just toss 'em out there and get some attention, and his middle school-level flock will yuck it up.
It could also be a threat on which he knows he can't deliver, or it may be that Stephen Miller has convinced him that he actually can use the military directly on American citizens. It's not like Trump has any knowledge of the law or of the Constitution.
Either way, it's absolutely anything for attention, no matter what. That's just how some children are.
