The problem is that with the welfare set-up now, it discourages a legal partnership between the parents. The father can work a regular job, earning $70k or $80k, while the mother stays home (elsewhere) collecting full welfare - rent subsidies, food stamps, TANF, Medicaid, etc. - and the father doesn’t have to contribute a dime.
