It never had a chance for two reasons.

1. The US and Iran can’t make a deal about Israel, Hezbollah, and Lebanon.

2. You can’t make a “deal” that you will have further negotiations when Iran doesn’t negotiate, which is why they wanted a deal for future negotiations. Meanwhile, they use the time to rebuild, restock, and re-plan, knowing the future negotiations won’t work, unless the US completely surrenders.

The fact is that nobody as yet knows how this will develop. There is a 60 day period to discuss negotiations but as has been noted those who have covered negotiations with Iran know that 60 days could be months, or years right up until the end of Trump's term, which may be the Iranian strategy.
