Moron, any member of the House can be a presiding officer if delegated. Accord to your reading comprehension issues, that would mean the SAA reports to the entire House. They don't. They don't report to the Speaker either. What that section you're referencing means is while the House is in session, the presiding officer can call the chamber to order if needed and that becomes the SAA job to bring the House into order.

That's not the SAA reporting to the presiding officer, whether it's Pelosi or any other House member.
