It depends. I mean, sending people fighting and dying for no practical reason doesn't always mean "support". Quite contrary. I prefer to see US military being safe and lazy somewhere in the USA or fighting for something that really matters. Does it mean "support"?

Civil nuclear programs use 10% or less enriched uranium, not 60%.
It depends. One may need even 90% highly-enriched Urainium for, say, small nuclear plants and ship engines.
