The physical transfer usually occurs throughout their presidency. With the remaining records (from ongoing business) starting during the presidential transition. Normally mid november, to at late as mid december of the election year.

This gives the white house time to collect and organize the millions of pages of presidential records gifts, and other property of the office. And to archive, duplicate or transfer them to the incoming administration.

He took over 300 classified documents plus presidential records he had no right to, he violated law by damaging and destroying documents, he ignored a subpoena to return them, and obstructed the government efforts to get them back. On a scale seriousness of the crime, Clinton is 1 and Trump is 9.

Here's Trumps problem.

It is highly probable that not all classified documents in the residence arrived from the oval office. Some may have been taken directly from secure storage, and his aides brought it directly to the president in the residence. Which would not qualify under Trumps "blanket declassification claim"

Thus Trump would have to identify the route of each of the documents, with some specificity as to how and when each of them got there.
