He can make copies, move them, allow access by subordinates, etc., as he wants.
As soon as the docs were given to him, they were declassified to him and whatever subordinates he chooses.

I don't know abut Garland fighting the release of the warrant but release of any DOJ search warrant to the media is unusually.

The special master is not a bad idea because there has to be some impartial person appointed to determine the potential damage caused by revealing or improper protection of the classified information. You can't introduce top secret documents as evidence for jury to examine.

Remember. Garland gave Trump the full unredacted copy of the search warrant. Trump could have released it at any time, but he didn't, because he knew what was in it, he had a copy of it.

And the request to unseal it, didn't come from Trump, it came from the media. And when they held a hearing on unsealing the warrant and manifest, Trumps lawyer didn't even join the request, or participate in the hearing. Ms Bobb just stood around observing.

The commander in chief may classify or declassify any documents in any manner at any time he pleases.

It's settle law, which was tested when Obama was being "flexible" for Vladimir Putin and gave him state secrets in 2012. The court ruled that Obama as CiC declassified the documents merely by giving them to a hostile foreign government.

I think the ruling as interpreted by all previous administration has been the president has total access and control of classified documents.

However, an order by the president to declassify all documents at Mar A Lago would be impossible to execute without knowing either which documents or information to declassify. Thus they would not be declassified. Furthermore, he would have to communicate the order to something that can make it happen. However, security classification will be irrelevant since the security violation on search warrant is espionage, not violation of classification act.
