That image isn't a ballot. Again, the post of mine you responded to was talking about serializing the BALLOTS.
Security evelopes are not ballots and those are already serialized.

This is a postal ballot above is an example of the security envelope. Notice the big red box I added. Security envelopes are already serialized to the voter. The difference is once the postal vote has been received and processed, the ballot inside the envelope is removed and separated for counting. The ballot is not serialized.
