SCOTUS didn't change it's meaning. It defined it. As I pointed out, there were no illegal aliens at the end of the Civil War. "Not under the jurisdiction of" meant diplomats and their dependents her as representatives of their government or Native Americans at the time. That was all. What we need is an amendment to define citizenship as being defined by the citizenship of either parent, just like it is for foreign births. Problem solved without any change for reinterpretation at a later date. Everyone just wants to take the shortcut, not knowing that the road is full of potholes that can throw you into the ditch in the future.OK, so now we have an interpretation that differs from the people who wrote the amendment. The bad thing about interpreting the cotus away from its original meaning is that the original meaning gets lost, and what we have left is a document only means what the current generation wants it to mean.
So, scotus changed its meaning in 1898, scotus can change its meaning again in 2025...

That's not what they said. Did you read the debates from the link I posted? They said "jurisdiction" meant not owing aligience to any other country.
still, all that the scotus decision did was open the door for future courts to re-define it.
I think this is a faulty process because it means our laws and our cotus can change over time.
The definition is not in the amendment text. People who came her voluntarily are not owing allegiance to another country. That is an assumption that was made that has no basis in fact.Why did it need defining? The people who wrote it defined it for us already
