This worked in the 80's with Reagan's approach to economics. Industrial manufacturing swelled during his years due to similar policies.
Now he coupled this with a strong dollar policy at the beginning....then cheaper dollar towards the end.
Strong dollar makes imports cheaper. Weak dollar makes more production through exports but imports are more expensive.

Currently the dollar is around 103. Been as low as 95.
