Democrats didn't allow blacks to vote.

The notion I get is that your question here misses the mark. From what I've observed Republican opinion of this race identification business is a Democrat thing and they're simply not into it. And that's how I see their approach on redistricting. For purpose of gaining advantage it's a (R) versus (D) matter, not black versus white.

I'm not a Republican and so perhaps I'm tacking onto them my view of the matter. But I suspect not and they can correct me if I've gotten the wrong impression over the years.
