Part of the reaction to his disorienting manner comes from the fact that he's so ill suited for the job he is about to hold. He is essentially an entertainer, not a statesman.
He's like a comedian trying out material. If a joke gets applause he sticks with it. He's constantly spitballing. Does he ever consider what he says is outlandish, insulting, impractical, absurd? No. Why? Because The Following has given him license to say stupid things that come in to his head without consequence.
