He's a flight risk. Throw him in jail while he awaits trial. It happens all the time. Either that, or let him out on bail, but freeze all his money, impound all his vehicles, and keep him under constant 24/7 surveillance to ensure that he doesn't try to run. Official charges are not necessarily, especially in cases where the suspect is a clear flight risk, and has the means to flee the country during the investigation, but prior to being charged.
