The legal and ethical concerns around this are freaking huge. What exactly did he promise the Qater's Royal Family in exchange for this "present". If he intends to use it after he leaves office but also as a version of AF-1. Which the jet would be a gift NOT to him, but the United States. This should NOT be allowed to happen.
Hearing whispers of returning the Statue of Liberty for the same reasons.

1) The aircraft would be turned over to/given to the United States Air Force. Not to the office of POTUS or the person of Donald Trump.
2) The aircraft would need extensive modification to reach minimum standards and capabilities to perform in capacity of an "Air Force One" for Presidential transport usage. This could take several months at least, but more like a couple-few years.
3) By the time this "gift" aircraft would be reworked to function as an "Air Force One", it's likely one or both of the VC-25B replacement 747s would become available to relieve the current 747 VC-25As that are in use.
Tempest in a teacup here folks.

Never mind that even if we were to go the usual route in building a new AF 1, we would STILL need to start with a regular Boeing jet and invest most nearly all the same work and expense to upgrade it to replacing the current AF1.
