If he intends to use it after he leaves office but also as a version of AF-1. Which the jet would be a gift NOT to him, but the United States. This should NOT be allowed to happen.

So everything I've read is that Qatar is strongly saying that it is not a gift. There have been discussions re transfer of a plane--nothing is final with either country as yet--but the reports that Qatar is gifting it to Trump or the USA is not true.
