#1 The budget was never balanced in real time....That deal only projected it to come into balance in '02....Which never happened because Chimpola and the "republican" legislature threw scads of loot and bureaucracy at the Swamp after 9/11™.

#2 Perot pointed out numerous times during the '92 campaign that the budget was going to come into balance all by itself -given the current revenue and spending trends- in '02, after which it would go back into deficit again...Both Gingwad and Bubba tried taking credit for the sun rising in the east.
