Where Congress has made a law and a President has approved it, it is often the case that authorizes a President to implement the law via appropriate orders and directives.
In other words, where Congress says a President should enforce a law, the administrative method of doing so is to issue executive orders. Nothing wrong with EOs — EXCEPT where they purport to direct or allow things which were not matters given to the President under appropriate law.
In short, an EO cannot make new laws. It can only put into effect things already approved BY law. And that means Legislative action.
