The closest past example of this was Bush appointing Bolton and that resulted in Congress holding roll calls so recess gaps wouldn’t allow abuse of recess appointments. Obama tried it during a 3 day gap and was sued for it.

So yes this act has always been controversial because it ignores constitutional powers of Congress to allow the executive to push through an agenda. That is a fascist act.

There is a constitutional purpose for recess appointments but that purpose is not to be used the way Trump is threatening to use them.
