Trump declared English as the official language of the U.S….Why is the Providence police chief giving press conferences in Spanish?

The difference is they were not raised to be xenophobic.
None of those countries suffers from the extent of Illegal Immigration that the U.S. does.

It is convenient and accurate to style the U.S. as Nova Europa.

A bastion of Western (European) culture and religion and traditions and societal norms modified for our own use.

Members of other cultures are welcome here provided that they do not overrun and displace that of Nova Europa.

To the extent that large numbers of "others" pose a risk of such displacement a degree of xenophobia is warranted.

In the common parlance, "phobia" means "to fear" or "to be wary of", which is merely a sensible reaction to a threat.

In the U.S., for example, there is an entirely justified "wariness" about a flood of Meso-Americans and Islamic domains.

So the Federal government finally got around to declaring an Official Language... helps to force eventual assimilation.

No Big Deal.

Why would he need to reach out to Mexico’s people if the murders happened in Rhode Island? What does Trumps declaration mean if our officials are not required to follow and adhere to such a declaration?

Even if Trump had the power to declare a national language, it wouldn't prohibit Rhode Island and Providence from conducting their own business in any language they darn well pleased.
