My mother would never have disciplined her children in public, and it embarrassed me to death when I was with a friend in a car her mom was driving, and her mom disliked something my friend said so she hauled off and back-handed her. My friend's mom was running for public office and I, at the age of 16, knew that she'd not be someone I'd vote for, if I had been able to vote.

AND they both should be charged with resisting arrest and given some sort of time to learn a lesson. screaming and kicking and blocking the door to close? Police time is valuable. Stun gun the little hoe. Give them a long time in the drunk tank for causing extra trouble.

8 weeks on weekends cleaning up garbage at the bare minimum. Maybe an extra 30 days in jail if the pop off in court?

Anyone who works there who has been given that authority, known in legalese as a "representative." Usually any manager on duty fits the bill. Also, of course, the owner would qualify. I've watched NUMEROUS youtube cop videos where someone is acting up at a store or place of business, sometimes national chain, and the manager comes out and tells the cops "I want him trespassed." That's all they have to say.

You asked who makes the decision, so I answered you. Anyone who is a representative or owner of that establishment can trespass someone from that property.

They can be trespassed because the manager doesn't like their shirt. Or because he doesn't like their hair. Or their voice. Or he can simply have them trespassed for no reason at all. When you are issued a trespass warning, you are not given a reason, nor is it required.
