They are not unemployed. A bill has been passed to assure their retroactive pay. They are not eligible for unemployment.

They are unemployed and are eligible for unemployment insurance. However, if/when they return to work and get their back pay, they will have to pay back the money they received.

They are not unemployed. A bill has been passed to assure their retroactive pay. They are not eligible for unemployment.

When someone is laid off or furloughed they have a right to apply for unemployment benefits as their tax money pays for that, and then possibly to be deducted with any back pay they earned.
