The Iran/Iraq war lasted for 8 years & Iran lost over 200,000 troops. Irans "leaders" could very well be military commanders with heavily armed units spread out all over the Country, which is their deliberate strategy so that their military can still fight on no matter who or what is taken out, namely civilian Muslin leadership.
