Well here is ONE way President Trump could be right.
The single most important aspect of health care finances that could be and has been PROVEN to be effect is TORT REFORM which Obama being a lawyer abhorred as does 47% of Congress!
$850 billion doctors project as wasted, duplicate testings,etc. all because of fear of lawsuits!

FACTS: Between 2005 and 2009, there were 58,667 claims paid on behalf of US physicians. Of these paid claims, 56,850 (96.9%) were settled outside court, and 1817 (3.1%) were judged in court.

WHY were 96.9% settled? Because all the insurance companies did was pass the costs on in higher premiums!
It is cheaper then going to court and fighting it.
Hence doctors,etc. just out of FEAR of lawsuits say

Why are you protecting lawyers who have caused doctors to practice "Defensive Medicine"?

Now if "Physicians estimate the cost of defensive medicine "....is 26 to 34% of all US healthcare costs."
Then by far cutting just 20% of the $1.08 Trillion spent on "defensive medicine" would be nearly $200 Billion a year in savings!
And since almost all of you are ignorant of the simple fact that insurance companies are regulated by states, therefore if an insurance company asks for a rate increase, they have to justify by showing what their claim payment outlays were. IF tort reform which works for federally contracted physicians (the "1946 Federal Tort Claims Act") was enacted, then the insurance companies wouldn't be putting out $200 Billion in claims.
Meaning they could NOT raise premiums per state regulations BUT may have to lower premiums!
All because of simple tort reform that protects the physician from fear of lawsuits thus reducing the practice of defensive medicine!
