The sums made available under this section shall be used for making payments to States which have submitted, and had approved by the Board, State plans for aid to dependent children.”

This was welfare folks. Assistance for single moms with children without daddy at home. In 1935. Blacks were excluded. Seems that Sowell is unable to point this out and in fact this is part of long tradition of taking care of poor single parent white families.

In 1938 During this time of great black 2 parent family morality, the poverty rate for blacks was 80 percent. In 1959, it was 55 percent. These sky high rates of poverty occurred during the time these fools rant about the black 2 parent family. Today due to the " liberal welfare state breaking up the black family by giving them welfare" black poverty is half of what it was in 1959 and more than 1/3 of what it was in those grand old glorious days of the two parent black family.

I know this is an old thread but it came up recommended as similar to my thread about how much the Democrats hate black children.

I definitely agree with the premise of your original post. This is exactly why blacks should not listen to sellouts like yourself. You openly admit that the government intentionally harmed black families with the Social Security Act and later programs and, even so, you keep saying that the Government is the answer to black success and redemption from poverty. You also point out that not only was it the Government that worked so hard to destroy black families, it was the Democrats that worked so hard to harm black families. And yet you keep telling black Americans that their future lies in the hands of Democrats.

Yes, it is very clear that blacks should not listen to sellouts like you. The Democrats gave you a handout; they let you go to college and get those two degrees. They gave you a government or government-funded job and you became their ambassador working to keep down the rest of black America instead of working to get the rest to where you are. The Social Security Act was left over from the New Deal Act before WWII. During the war most of this act was seen as unconstitutional and over turned by both Republicans and democRats. Why they left Social Security is beyond me as it violates Constitutional law. It was billed as your private saving account, no one else could touch. It would be tax free and always there if ever needed. It was a democRat, Jimmy Carter that started giving it away to ones not putting a dime into it. It was a democRat Congress that voted to 'borrow' it. It was a democRat Congress voting to tax it with the evil Algore throwing the deciding vote. I worked on Los Angeles' skid row you years, I knew a number of pan handlers. the ones that were like you described had mental illness problems, but there were a lot of relatively clean ones that I talked to that thought jobs were for suckers when they could usually clear a couple of hundred dollars a day panhandling.
