You don't know that. It again could very well be--in fact probably is the case--that he doesn't want to compromise the privacy of others who are named in the report and spare them being harassed by the media and everything else that goes with that kind of publicity.

Privacy is kind of shot with the lawyer for the two sex workers, appearing on ABC. But who knows. It is a Republican written report, so it could very easily clear him of any Ethical fault. This is 2024. Moral and ethical standards aren't what they used to be. Besides. It could all be academic, after January, as a Senate Recess can be ordered, and the whole thing of asking questions and qualifications done away with, as has been suggested. Or are you thinking Thune could have some clinging notion of Congress as a co-equal branch, not under control of the White House?
