In Minnesota, individuals with a concealed carry permit are allowed to carry firearms at public protests, as the state permits gun owners to be armed in public. The woman that Alex Pretti was trying to help before he was shot has not been reported as arrested or charged with any crime. Instead, she is stated to be a victim in the incident leading up to his death.

So, it looks like she was not interfering with officers either. They just felt like throwing her to the ground and pepper spraying.
