Congress is perfectly able to pass a spending bill paying off student loan or any other consumber debt that people made. All they have to to is write the spending bill, designate where the money to pay off some people's loans will come from, pass the bill, and have the president sign it.

What the courts will very likely rule is that the president cannot, absent the will of congress, spend massive amounts of money on one specific groups of people, by a stroke of his pen.

That's a great reason to elect fiscally responsible Republicans and Independents. Democrats gotta go.
