It demonstrates the sometimes inherent immaturity of those who run forums in that there is a desire to "mess with" people.

Let's face it, lots of forum runners and forum moderators enjoy "messing with" those not in lock-step with the staff. Having this feature simply empowers such immaturity to the point where staff "can't wait" to use it.

The theory behind a "discourage" or "miserable user" mod is to not ban a user, but rather, make their experience so horrible that they go away.

If they were banned, they would just create a brand new account. It would also piss this type of user off that they have been banned. These mods to make their experience miserable thus making them go away.
