Because nearly all the extra ballots dumped in the polling place by "harvesters" late at night, were votes for Biden only, not straight ticket Democrat votes, or mixed voting.

Assuming that the same Republican voters who voted in GOP House members also voted for Trump, he should have won handily - if not for presidential-only ballot harvesting.

Don't forget that ballot dumping only happened in swing states. So, if they had "harvested" straight ticket votes instead of Biden-only votes, they would not have affected most races in the House.
