You're the idiot. The government can create all the rules it likes. If Capital refuses to invest and goes elsewhere not a dime is made. Look at the sixties and seventies, industry went overseas to avoid burdensome governmental regulations and Detroit, and the Rust Belt were the result. Shipbuilding is another example as is maritime shipping. When was the last time you saw an American flagged merchant ship? There are fewer than 45,000 American flagged merchant vessels remaining afloat and most of them are towed barges.
Companies went overseas because they were cowardly. They wanted to exploit labor overseas. Here they would have to pay a much higher wage to american workers. They used the lie that labor costed too much. I hope all the manufacturing companies coming back will be very open to paying big time wages for the same exact product being made here.

The lie was that globalization would "raise all boats".

Government funding for medical and technological research creates immeasurable wealth for this country. It is literally the #1 reason the U.S. economy is the most prosperous country in the history of the world.
