No, they do not. For the past 17 years (since Obama), the Republicans have been more unwilling to compromise than the Democrats. Having said that, this all about percentages, meaning you can always find in both parties, people that are not willing to compromise.

Why not just tell each agency dept how much of a haircut they get in the budget the House is supposedly going to get around to, sooner or later?
