One need not be engaged in criminal behavior for that behavior to be objectionable.

And it might even be that standing in front of a polling place with nightsticks COULD constitute criminal behavior.

It seems to me that having a couple of goons armed with one or more nightsticks standing outside of a polling place MIGHT intimidate a voter or two and and the mere presence of nightstick(s) MIGHT constitute a threat.

Ergo, no "faux" to the outrage at all.
