I don’t think so. All indexes (made in the free world) of the top 10 most respected countries look very similar.

1. Pick indexes that certain countries score better in, regardless whether most people actually care about them.
2. Ignore indexes that favor countries that you don't want to score as high.
3. Publish the results, which match every other similally skewed study.

I wouldn't live in Finland or Canada or any of those so-called "most respected places" if you paid me. Neither would most people - witness the dearth of people clamoring to move there. I like it right here in NoCal where I happen to live. So do most other people since like half the population that lives here was born somewhere else.
