It’s not illegal, but it is an attempt to twist democracy. Redistricting is done after the census, not halfway ‘til the next one, unless there’s an attempt to steal peoples’ votes.

California has a 60/40 Dem/Rep vote breakdown and an 80/20 Dem/Rep House member breakdown.

Texas is just doing what California's supposedly "non-partisan" commission already did.

They didn't do it in the middle of the decade. They drew those maps after the Census and the Republicans had three additional seats with the current map, but lost them in last year's elections.
