Districts SHOULD be competitive.

Districts are all gerrymandered. Democrats do it and Republicans do it. Gerrymandered districts are by definition more competitive because you are taking your safe district votes and allocating them to trump a weaker opponent's district, so your margin of victory is less in your "safe" district.

What needs to happen is democrats need to give minorities preference in some of their safe districts to achieve their DEI objectives.
