It means picking one who does not have the presumption of impartiality. You would agree that impartiality is an important quality for someone investigating something, right? OK, maybe if it involves Obama you don't agree.

I don't normally point out a posters spelling and/or grammar errors (people who live in glass houses ) but-----but if you don't know the meaning of the word "queue" it's helpful to spell it correctly when you type it into your preferred dictionary - just sayin'.

Having a known supporter of Obama head it calls the impartiality into question and reduces its value to approximately zero.
