1. a leader who makes use of popular prejudices and false claims and promises in order to gain power
2: a leader championing the cause of the common people in ancient times

So the question is which definition is operative. Is Obama making taking advantage of the ignorant to gain power, or is he a champion of the common people?

By the definition of making false promises to gain power, most politicians would fit the definition. As far as making use of popular prejudices, that would fit many conservatives and liberals.
