Water cannons, rubber bullets, pepper spray, tear gas. arrest those they can get their hands on and drive the rest of them off.

Do that a couple a times and this will stop. Keep allowing it without a strong response and it won't.

The only reason these continue, are seemingly escalating and actually predictable at this point, is because the 'protesters' have been allowed to think they can get away with this- largely because, to this point, they've been given a pass.
