No, it is really not. Most really good SECDEFs and service Secretaries have very little experience in the military. Recent examples like Trump's and Biden's former generals as SECDEF have proven it is not a good idea.

Well, I mean, the current secretary of the army has no military experience either. Doesn't seem to be a problem.

No it's not. Sec positions are.civillian positions. Granted I think former military personelle would be best, but I don't believe it's a requirement.
