The increase in domestic production may be at its highest but it still lags behind demand which is why the price has been higher under obama. The reason it has lagged behind is because of the restrictions obama reimposed upon taking office.
Increasing the food supply from enough to feed a family of five to feed a family of seven is in fact increased food supply. But providing enough for a family of seven when the family grew to ten creates a shortage and a hardship. It doesn't get any simpler than that.

But he did in fact prevent an even greater boon with his reimposition of offshore drilling restrictions upon taking office in 2009.
