The shutdown was starting to piss off the Democrat base and he needed a way to get out of it without personally caving! If you look at who changed their vote? It's Senators like Durbin who have already declared themselves retired after this term and a few other Senators who aren't up for reelection until 2028.

The Affordable Care Act was sold to the American people as the thing that was going to lower healthcare costs for Americans, Fort! Back then anyone proficient at 8th grade math could crunch the numbers and KNOW that was a lie! We were told that legislation would "bend the curve" and magically lower costs! The curve is headed up and it's headed up rapidly. That's why the left are back looking for Federal bailouts.
