Sometimes the best innovation comes from desperation. I can see bailing out individuals equally but not the whole of business enterprises who should have plans in place for emergencies instead of paying their CEO's mega bucks. There are a whole lot of them that were just sitting on their cash. Iowa is putting out a limited amount of grants for those small businesses who apply but when you get into a situation like that it generally goes to the friends and buddies. If the people all get a check they can spend it where they feel it best serves their families needs.
