The purpose of the Senate was to protect the sovereignty of the States against popular elected House and President.

The States appointed their Senators.

Once Senators were subjected to statewide elections they were influenced by outside forces and became just more powerful Representatives.

The Senate has screwed the states many times over the years and the 17th is the reason why.

Thank those asshole Yankees that wanted to get power after the Civil War for that screw up.
