In a form of retaliation, it seems, Anton Shalaev announced the suspension of the signing of new OTTS (vehicle type approvals - documents that allow cars to enter the market based on the results of tests) so Russia will not be allowing Western vehicles into their country for sale. It's not a big deal, really, as most Western automakers are voluntarily suspending shipments. Here is a list of manufacturers stopping sales:
